Challenges to Principled Humanitarian Action: Perspectives From Four Countries

The humanitarian principles of humanity, impartiality, neutrality, and independence are increasingly challenged by the politicization of aid, security concerns, and counterterrorism measures. This paper, aimed at the humanitarian community and states, explores these challenges through case studies in Colombia, Nepal, northern Syria, and South Sudan. It combines field research, interviews, and desk research to provide insights into the difficulties of maintaining principled humanitarian action. The paper offers seven recommendations for improving the implementation of these principles, alongside additional guidance for donor states to support principled humanitarian efforts in conflict zones.
