Principles Under Pressure

The four principles of neutrality, independence, impartiality, and humanity are the foundation of humanitarian action, ensuring aid reaches those most in need. This study, funded by the Swiss Federal Department of Foreign Affairs (FDFA), highlights how counterterrorism measures pressure these principles, particularly in Nigeria, Somalia, and Iraq. It shows how these measures can hinder the implementation of needs-based programs and create financial hurdles for aid operations. The study calls for open dialogue and collaboration among governments, donors, and relief organizations to balance counterterrorism efforts with maintaining humanitarian principles and protecting humanitarian space.
