This guidance note aims to enhance the participation, representation, and leadership of local and national non-governmental humanitarian actors (L/NAs) within the International Humanitarian Coordination structures. It provides practical steps for relevant coordination forums to facilitate discussions, identify priority actions, and agree on indicators for monitoring progress. Targeted primarily at L/NAs, including national NGOs, Red Cross/Red Crescent National Societies, human rights groups, women's rights organizations, youth-led organizations, faith-based organizations, and others, the guidance emphasizes the importance of inclusive decision-making and leadership to ensure effective and equitable humanitarian response. It also highlights the need to address underlying inequalities, particularly regarding gender and disability, by promoting the engagement and leadership of marginalized groups.
