Learning to be more "Locally Led"? Current Practice and Evidence Gaps in the International Humanitarian System

This paper provides a comprehensive overview of the current state of localisation and locally-led humanitarian action, seven years after the 2016 World Humanitarian Summit. It is intended for international humanitarian actors, policymakers, and researchers. The resource examines the evolution of localisation debates, achievements, and barriers to progress, highlighting the gap between rhetoric and reality. It also proposes a learning agenda to address the challenges and enhance the effectiveness of locally-led approaches, based on insights from a scoping review and interviews.
