FY 14 DRAFT Request for Applications (RFA) for Title II Development Food Assistance Programs

A Message from the Office of Food for Peace:

Below are the Fiscal Year 2014 (FY 14) Draft Request for Applications (RFA) for Title II Development Food Assistance Programs in Burundi, Madagascar and Malawi for your review and comments.  The attachments for FY14 include the draft RFA itself along with draft country-specific information for the three countries indicated (i.e., Burundi, Madagascar and Malawi).

As this guidance is draft and subject to change, all potential applicants are strongly advised to wait for final guidance before starting to work on an application.  Applications are submitted at the risk of the applicant, and all preparation and submission costs are at the applicant's expense.

• USAID reserves the right to adjust the number of awards, funding levels and sources of funding, given the budget environment and other considerations.
• FFP would greatly appreciate receiving consolidated comments on this draft RFA from the representative groups of the FACG. 
• Please note that no FFP country backstop officers or field representatives should be contacted in any way about information contained in the draft RFA materials.  As stated in the draft RFA, all comments and inquiries should be directed to Juli Majernik at jmajernik@usaid.gov with a copy to FFPDocs@amexdc2.com.
• FFP technical experts relied on input from the June meeting with TOPS concerning the FY 13 RFA for several of the changes in this draft FY 14 RFA.

The comment period will last for 30 days from the date materials are released; therefore, comments on the FY14 draft RFA are due Thursday, November 21 by noon.  However, please do not wait until the last day to submit your consolidated comments and inquiries.   FFP will provide a consolidated response to comments and inquiries on the drafts with the release of the finalized documents.
