Adaptive Social Protection: The Delivery Chain and Shock Response
This paper discusses how governments can utilize and adapt operational systems for delivering cash transfer programs to support shock response, focusing on adaptive social protection (ASP) and shock-responsive social protection (SRSP). It acknowledges the increased interest in these measures due to the growing frequency and severity of shocks, with a historical focus on responding to natural disasters; however, it highlights the unique challenges posed by the unprecedented global shock of the COVID-19 pandemic. The paper emphasizes the importance of flexible and robust systems, the need to balance speed and accuracy, and the continued investment in ASP delivery systems for resilience building in the face of evolving challenges.
