Operationalizing HDP Coherence
Come learn practical examples of humanitarian-development-peace (HDP) coherence “in action.” Implementers featured in our HDP Coherence Practice Note Series will share what worked when delivering interventions across different types of assistance in challenging contexts. Discover how the Albarka activity in Mali and the Biruh Tesfa project and Livelihoods for Resilience activity in Ethiopia worked through local partners and systems and layered their interventions for lasting impact. Panelists
Sarah Hurlburt is CARE's Deputy Chief of Party (DCOP) for the Strengthen PSNP Institutions and Resilience (SPIR II) activity, a Resilience Food Security Activity (RFSA) in Ethiopia. Sarah previously served as the DCOP on the Livelihoods for Resilience (L4R) Activity in Ethiopia and the Biruh Tesfa project, which delivered emergency livelihood and food security support to households in Tigray and Amhara during the northern Ethiopia conflict. Sarah holds a Master’s in Public Health from Boston University, with a concentration in International Health.
Oumar Toe is the Chief of Party for the Albarka RFSA in Mali with Save the Children. In this role, he has overseen a substantial redesign of Albarka’s theory of change, technical guidance, and tools and key processes for adaptive management and learning. He has over 15 years of experience managing and providing technical support to multisectoral programs in the fields of food security, nutrition, WASH, governance, rural development, public health, social behavior change, and resilience. Oumar holds master’s degrees in rural development techniques population and health.
Yousef Qutary is the Consortium Coordinator for the Yemen Joint Response program at CARE International, a multi-sectoral intervention program addressing critical needs in Yemen. He has a decade of experience in both humanitarian and development interventions and is committed to cultivating and directing equitable partnerships. Yousef holds a Master's degree in Project Management and a Bachelor's degree in Engineering
