Adaptations in the Face of Constant Change: Protecting Development Gains and Remote Post-Distribution Monitoring

This session presented the strategies used by two organizations to navigate decision-making with uncertainty during the COVID-19 pandemic. Mercy Corps/Ethiopia discussed their experience with protecting development gains in the absence of crisis modifier approval and explore the efficacy of embedding emergency response activities within development programs to position participant households to benefit from longer-term resilience-building efforts. ADRA reflected on their response to when social distancing requirements precluded face-to-face implementation of Post Distribution Monitoring (PDM). ADRA designed and evaluated various remote methodologies and alternative verification tools to monitor the quality of the distribution process in emergency food security programs.

Mahlet Woldeabraham, Mercy Corps
Mahlet Woldeabraham leads the Diversified Economic Opportunities Component in the Feed Future Resilience in Pastoral areas project with Mercy Corps in Ethiopia. With over 12 years of experience working in the development sector, Mahlet has a wide array of experience, from grass root facilitation of diversified economic activity primarily targeting women at community level to engagement of private sector actors to stimulate economic growth. She has led the facilitation of savings group formation and business linkage opportunities for women and youth across pastoral, agro-pastoral, and urban locations, and has worked on projects funded by USAID, Sida, and the World Bank.
Nestor Mogollon, ADRA
Nestor Mogollon, originally from Peru, is the MEAL Director of ADRA International. With more than 25 years of experience in international development, design and implementation of MEAL systems, and conducting MEAL capacity building for the ADRA network, Nestor has worked with several donor agencies, including USAID, DFID, Work Bank, and others. He has supported different ADRA offices in Latin America, Africa, and Asia in the design and implementation of food security projects and the design and implementation of MEAL systems.
