The main aim of this costing guidance is to improve the assessment of the costs of rural sanitation programs to enable better comparison and analysis of rural sanitation costs across programs and organizations and inform future rural sanitation policy, planning, and programming by governments, development partners, and other local actors. It focuses on the assessment of the cost of a rural sanitation program and does not attempt to provide guidance on national financial flows in the rural sanitation sector. This Guidance Note is part of a series of outputs from a joint initiative by WaterAid, UNICEF, and Plan International entitled Rural Sanitation Approaches and Costing Analysis.
