Gender, Power, and Resilience in the Char and Haor Regions of Bangladesh: Evidence-based Learning for Resilience Programming

This study documents changes in local power relations in the context of a concentrated, long-term NGO effort to enhance women’s empowerment and social inclusion of the poor and extreme poor in the highly vulnerable northern regions of Bangladesh. The report relates changes in power to central building blocks of resilience capacities and draws out lessons for complex resilience programming, and in particular the logic of sequencing, layering, and integration. It is intended to contribute to the urgent effort to address the on-going impacts of climate change in countries like Bangladesh.
